Point of interest - I've given a talk a couple of times recently called "Contesting: Training for Public Service - The Radio Fitness Center".  It specifically addresses the need for interesting and challenging activities to improve operator ability, particularly those who entered the hobby for public service - a reason that is completely valid and honorable, by the way.  The local general-purpose club has a "zip code contest" on FM simplex that attracts quite a few new hams, for example, and there are a number of similar contests across the country.  If you want people to join the fun, you have to start with small steps.

Some may get the license for these activities then discover a whole other world
of contesting and DX.
