For most Field Day operations, a “transmitter” means “a transmitter”, not the
number is signals that may be on the air at any instant.
If somebody sitting at a transmitter (transceiver) decides to push the button
to change bands, he is free to do so without going back to see if it has been 4
or 5 or 9 or 10 minutes since a QSO got logged.
If you really, really, want to do SO2R in Field Day, just increase your
transmitter class by one. You’ll still be able to work them faster than lots of
stations with two people sitting at two transmitters.
