What exactly is "unsportsmanlike" about it? They (apparently) qualified for both M/2 and M/M ... equally. They posted to 3830 and had to choose one at that point, but they had the option to choose either category right up until the official contest submission deadline. They presumably didn't cheat, and the worst that could be said about them is that they misled you regarding their intended category with a 3830 posting they had no obligation to make in the first place. They didn't even have to be honest in their 3830 posting since it has nothing to do with their official entry!

They competed identically ... and fairly ... whether they entered M/2 or MM. Nothing offensive about that in my opinion.

administrative entry class change back to M/2 through negotiation with the CQ 
Contest Committee Chairman.
It is not to late to correct this wrong......it would be the class right thing 
to do under this circumstance.
