This could be done also if he send a log (not checklog)

W1EBI will have a NIL and SM7XYZ will not have any penalty for the QSO he
deleted

Let me clarify with an example:

SM7XYZ makes good QSO's with 10 stations, including, for example, W1EBI. 
The submitted logs of all 10 stations show a QSO with SM7XYZ.

SM7XYZ does not like W1EBI. Before submitting his checklog, he removes the
QSO with W1EBI from his log. The other 9 QSO's remain in SM7XYZ's checklog.

A score is never calculated for SM7XYZ, since it was a checklog. 
However, SM7XYZ's checklog is included in the log checking process. 
Since the QSO with W1EBI is not in SM7XYZ's checklog, W1EBI gets a NIL
against his log.
