But then again, should not the transmitting station know where they are?

If people correct my station in the IARU from what I send because some places and logging programs place me in Zone 8, I am not in 8 i am in 7 still 9 land, AND still Wisconsin. But I AM in 07 and anyone that changes it to what they think and may programs think as well as some web sites say that i am in 08 they are wrong.

You, as the receiver, must be able to trust John N0IJ when he inadvertently 
sends his SEC as MN in SSCW because he misloaded his f-key macros, even if you 
remember from an MWA reflector that he said he was going to his WI shack for 
the weekend, and the the contest sponsor must credit you with correctly copying 
the exchange.

I do not carry in my head a reliable Prefix-to-Zone lookup table, and I am
not about to consult a wall map in the heat of the contest, so the correct
answer is "Log the zone based on what the station transmits".

Oeps, I spoke to soon. Check the rules FAQ, it clearly states what you
should do:

"Q I worked a station and they do not now
their CQ zone or they give me a serial number, what should I put in the
log?"

"A Log the zone base on their location"
