Not trying to hand your head (or any other body part to you) but I remember
those county codes.
I never did see the need for unique county codes for the individual state
contests. I can see them for multi-state ones, or an "all county" one, but
that's it.
What was worse, though (and due to no fault of yours) was a few zealots who
started demanding that the individual state QSO parties start adopting your
codes. A few of those went so far as to demand it. I recall one character
who thought for some strange reason that I was on the Pa QSO Party committee
(I'm not and never have been) who insisted that the ARRL had developed those
codes and that the ARRL had mandated their use. (Yes, I know that that's
way far from the truth)
Perhaps one should try approaching things with the carrot, not the stick.
Regardless... it wouldn't be hard to set up a conversion routine that would
take, for example, the 67 "official" abbreviations that Pa QSO uses and
match them up with the 67 matching entries in your 3077 abbreviation table.
Heck, I can think of a half dozen ways to do it right off the top of my head
in dBase, so it can certainly be done in more modern database systems. So
if someone really wanted to swap back and forth, it could be done.

You know, the 3077 county codes were developed to eliminate all the
problems you stated. I am certain to get my head handed to me once again
to suggest that ALL qso parties adopt that code system developed
specifically for that reason.
Contesters should be flexible enough to keep or drop the state
designator if there are potental abbreviation conflicts on any specific
weekend. Software developers could build the code list ONCE and be done
with it, instead of the yearly tweaking that always seems to go on.
But I also remember all the non interchangable logs that could not be
(easily) transported to a different logging system. Then "all of a
sudden", ADIF was invented. Problem solved.
I applaud your enthusiasm and conviction, but from my vantage point,
you're trying to pour water uphill.
