Yes.

I have read several comments from HQ station operators who are upset
that the ARRL will no longer be checking their logs or printing their
results.  And as a result they are upset that their years of planning
have gone to waste just a month before the contest.

The only thing that has changed is that the ARRL will no longer
be checking your logs and publishing your scores.

To that I say, So what?

How will this affect your contesting experience as an HQ station?

The HQ stations still count as multipliers - people will still be
seeking out those mults.

I would think the various HQ stations could come up with a way to
exchange logs and score the contest and publish results.

It used to be that the barriers to running a contest were much steeper
than they are today.  In the past the only way to publicize contests
and share the results and have creditability was to have a printing
press and a large readership.  This was done via the pages of CQ and
QST and other large publishing operations.  These days the only real
barrier for reaching people is to have enough creditability and
respect that people will take you seriously.

You can publicize and publish (to a much wider audience) on the
Internet.

My advice would be to quit moaning about this and get to work finding
a way to collect and score the HQ logs in a way that has enough
credibility to be taken seriously by all of the HQ participants.
