This thread has been beaten to death many times in the past. The simple fact is that your membership in ARRL does not buy you a subscription to a magazine. Rather, membership entitles you to receive the official journal of the organization, which happens to be QST. That the ARRL also publishes other journals doesn't change your entitlement. On the other hand, the changing content of QST is a question appropriate to the membership.
