I think that is correct - you need to make the rule based on
the way it is used. Not how the information is exchanged.
I see several in this thread getting lost in is is "packet" or
is it "internet". That is not the issue. If you are passing
handwritten notes and doing what some of these folks were doing
in the chat during the contest - you are still cheating.
