Besides solicitation, there's another huge difference in the level of
assistance provided by the packet cluster compared with chat. With
the one-way cluster, only the caller knows the other's callsign and
the dx still has to copy the caller. On the chat, both parties know
each other's callsigns. In tough conditions, as long as they barely
hear somebody in there, they can potentially log it as a qso in
contests that don't require qso-specific exchange be copied (e.g.
CQ160) and it will pass log checking.
