The  senario below has happened quiet often to me on the Left coast.  Even the 
QRL is very often ignored and Freq. Busy on SSB also.  Nothing is perfect but a 
Query   ??  or QRL  and 3 or 4 seconds befor e the CQ would be a nice thing to 
have happen.

This scenario isn't far-fetched.  It actually happens a lot if you operate
from Behind the Black Hole.  That's why a "QRL?" or ditdit-dit is very much
appreciated and should be encouraged.
