How can the time before the contest starts be counted as contest operating
time? How can this even be in question?

Listening and/or transmitting in the time (minutes? hours?) leading up to
the official starting time of the SS is operating, and must be added to the
24 hours of allowed operating time for SS.

If you listened to 10 meters before SS began and homed in on NWT or Alaska
or whatever, sat there, and worked it at 2100Z, and didn't count it as
operating time, you cheated. Even if you are just casually operating and
maybe looking for a Sweep, you cheated yourself.

How can this even be in question?
