According to The ARRL Operating Manual (doesn't everyone have one
in their station?)(copyright 1995), Chapter 8, Operating Awards,
page 8-3, "QRP is defined as 10-watts input (or 5-watts output)
as used by the applicant only and is affirmed by signature of the
applicant on the application. "
