Stacking vy low triband & 40m?

In my deed restricted community, I have gotten away with, for the moment, a
TA-33 on a crankup tiltover that peaks at 40'. About 7' of mast is above the
tower.
If I stack a little two element 40m beam above the triband, rotated 90 deg., 
will it be worthless at that height?
