Looking at this data sheet it appears the power being shown is the absolute max
rating for the package. Totally unrealistic. In the max rating area of this
sheet they provide a more realistic rating for the device, 1.6W @ 70C under the
mounting conditions shown, however even that is for only 10 seconds.
Also, the site where I found this device seems to show it as a switch rather
than an amp. It may have significantly reduced values in that state?
I was not able to read further down the sheet they provided as the viewer would
not finish loading the pdf. Hopefully it provides more realistic operating
values there rather than red line limited values that the others seem to give.

So I procured two more Chinese vhf amplifiers (and ordered transistors and
a chip to fix the previous ones).
Amongst them is one that claims 15W of heat dissipationand up to 5W of RF
power with 7.2V in a sot-89 size device.

Pen for scale. I can't understand how such a tiny device can possibly run
at 2-3A of power and not cook. Maybe if it is sandwiched between two
radiators, but certainly not like this! The datasheet sys nothing about two
radiators though. That device is RQA0009SXAQS.
The bias is set permanently with some resistors and a zener.
If anyone knows of any articles that would be useful to read about such
tiny amps please let me know.
