What I sometimes do to set up a tank circuit once you have the values from a
chart or calculation of the plate tune capacitor, load capacitor, and tank
coil inductance is to measure the plate tune capacitor with a capacitance
meter. 
This has to be done with everything disconnected from the capacitor as the
tank inductance will interfere with the capacitance reading on the meter.
Set the capacitor to whatever the calculated value is minus the capacitance
of the tubes. This will get you pretty close.
Then measure the inductance of the coil and set it to what the calculated
value should be. Now hook things back up and you should be very close to the
optimum values needed for what your chart says it needs to be.
