If you are looking at an average-reading power meter, then the output on
SSB will look much lower than on CW because of the low duty cycle.
If your power meter has a peak-reading mode, that's what you need to see
the real SSB output.
Another thought: is the zero-signal plate current normal on SSB?

Ok I bought a clipperton l used unknown condition. I installed new harbach
power supply board, new 572b tubes, resoldered some bad solder joints. I have
2700v pv and it is doing 1000w on cw but seems to only be doing 100w out on
ssb. Have checked alc on radio and seems to be ok. Have swr of 1.1-1 I am
stumped. Anyone have any ideas?
