I once made a dummy load for CRT power supplies.  It consisted of a *lot*
of 1/2W resistors all in series, the whole string covered in shrink
tubing,
and then put in a plastic box with spark plug wires to connect it up.  I
seem to remember it was something like a hundred resistors :).  For that
application, the limiting factor was the *voltage* rating of the
individual resistors, which was not that high.
