Even high VHF (Ch 7-13) suffers from noise and interference not present
in the lower UHF channels.  In addition, the propagation/allocation
models were seriously flawed - many of those with high VHF allocations
found it was necessary to increase ERP by 3 to 6dB to match previous
coverage while those with low UHF (channels 19-40) allocations found
performance exceeded expectations even before "maximization".
