For starters there is no input network in that amp unless it was added
later. If this is a recent purchase it might explain the high VSWR.
We are talking about a 70's amp and if those filter caps are original I sure
suggest replacing them before serious damage occurs.
However the 3400V has me wondering as its far from what it was built with
which is about 2200V key down. The original PS only has 6 caps. What do you
know about this amps history Cam?
"Cooking" those tubes does absolutely nothing. The getter is a coating on
the anode and has to show color to work.
