Please clear up one item for me in reference to conductor size...
Let's say I had a bunch of extra 10ga wire and wired the whole shack
with it, even the lighting circuit. I put a 15amp breaker in the panel
for the light circuit. Even though the wire is overkill, I'm still
OK...right?
In other words, bigger wire is OK as long as the proper breaker is used
for the circuit.
When speaking of wire size and circuit protection, we are really talking
about the MINIMUM requirements.

True, but the NEC makes an exception for 15 ampere general purpose
receptacles on a 20 ampere circuit.
As I already mentioned, if you want to oversize the breaker and
conductors, you must install a local fuse or breaker where you tap off
the circuit to feed the smaller load.

The breaker rating, wire size, receptacle and
plug should all match the intended current-carrying capacity.
