Not sure if the obvious it has already been stated, but a crucial point is
that the cooling air must be directed in the right place and that is quite
tricky. Tubes with their own ducted fans and chimneys are pretty much
optimised, but other components are not so easy, particularly transformers
which are not shaped for optimal air cooling.
Adding a fan to an enclosure already fitted with fans can disrupt a
carefully worked out flow around many sensitive components and have a
detrimental effect.
If additional cooling is desired using computer type fans, try adding the
extra fan on top of the existing unit before anything else. (Move the
finger guard to the outside unit).
Trying to avoid buying a chiller in an industrial environment, I once tried
adding an extra fan into a packaged 19" rack cabinet cooler and all it did
was increase the power consumption. It had already been optimised, of
course.
Proper cooling starts at the design stage, it's not normally an after-sales
booster.
