Ian is correct. A short answer to this question sounds clear
and definitive, but is almost always misleading. Like the
mica statement, the answer depends heavily on the
application AND the construction of the component where the
material is used.
All of the things Ian pointed out are correct, but there is
one more very important thing. The loss in any dielectric
depends on the field density in the dielectric, not just the
frequency.
