No,
everybody should be allowed to use 5W into a simple dipole only. 
It will be not possible to have large antennas everywhere or higher power.
With large antennas the signal will be the same as with a large 
amplifier to a small antenna, that's unfair! ;-))

A great idea would be 
to eliminate the use of any high power hf amplifiers worldwide and this 
would make operating a lot better for everybody worldwide and would 
promote better operating practices and also the use of higher gain 
antennas to advantage.
