I would assume that the choke may have burned out at some time (possibly due to a series resonance). The guy assumed it was a parasitic problem and replaced the suppressors (looks like the Nichrome type that Rich Measures advocates) and fixed the choke, putting gunk on it to 'help'. God knows what else he did.


I would evaluate it assuming that the tubes, suppressors, and RF choke are worthless. If the price is still right, then you could go for it. It's likely that the filament transformer, input components, tank circuit, etc. are OK (although it would be an unpleasant surprise if there were a burned bandswitch contact).
