I don't know about the RF1310, but I have the manuals for
the RF-110A and RF131 exciter.
The RF-110A manual is on the bama.sbc.edu server and is
stated in it that at the J contact of the J7 connector the RF-110A
is suplying a +28 V DC voltage "as operating voltages
for T/R relays in the external exciter" (page 4-8).
This is connected to the RF-131 exciter mating connector at the
"PA READYLINE" contact.
The RF-110A J7 connector is the one dedicated for connecting
the Exciter.
Note also that at the J7 R and S contacts the RF-110A supply
the 155 VAC power for the exciter.
