I think you guys are confusing PCBs with PVC! Old caps and transformers had 
PCBs in them, not PVC.  PCBs are bad actors as stated, and are banned from 
commerce.  I think the guy on "Antiques Roadshow" got conused also.

PVC are used for pipes, etc. because they don't decompose!  Any chemistry 
ghurus out there to resolve this for sure?
