I suppose very occasionally it might be....it comes down to how well engineered
the ALC is, and how much range it's supposed to have. As Rich says, too much mic
gain can really lead to problems.
I've been used to doing transmitters where you can't really use ALC for overall
gain setting, because of the re-inserted carrier level going up and down.
However, a carrier intentionally inserted at -16 or -26dB isn't that common in
amateur circles........
