As near as I can tell, these things are probably more like homebrew
diathermy machines than anything else. Judging from their web sites, the
CB-ers that run these things competitively simply go key-down for a few
seconds, get their power measured, and that's it. Considerations of
durability, linearity, stability, etc. are unimportant to them.
Can he possibly expect to get $4K for that mess?
