Not sure I've followed this whole thread but....
The best place to connect a glitch resistor would seem to be directly
in series with the power supply capacitor. This has the advantage of
protecting against HV faults at any point. Capacitors are almost as
unhappy encountering 3000 A surges as are tubes!
Positive or negative connection is probably best determined by
capacitor mounting and insulation characteristics.
