I guess most authorities will figure that the ham with a Bird thruline or
similar is 'good enough'. It's only if they really have reason to nail somebody
that they'll get nasty. For instance, I'd suspect that if KV4FZ wins his appeal
to the Supreme Court (which I gather is unlikely), he'll need to watch it.
Field strength measurement accuracy in accredited type approval labs in Europe
to 99% confidence level is +/-3dB, although the repeatability should be a lot
better.
I guess Tom can answer this - do FCC need independent Lab tests before
certifying or can the manufacturer provide the figures? Over here, under the new
rules (the Radio and Telecommunication Terminals Equipment Directive of the EU),
a manufacturer can self certify, but there's BIG penalties if he's found to have
falsified the figures.
