Flux core for outdoors (read: wind), gas in the shop. Don't try to
oxy/acetylene weld it as the heat is much greater than a quick BZZT! tack from
a MIG gun.
I agree with about all the welding tips presented here, except that this
probably isn't the "first project" you'd want to do if you have no prior
experience welding. Get someone to do it for you or stand next to you to tell
you what to do if you still want to give it a go.
Also, wiring a cage together is the traditional and least expensive way,
although you'll need a helper to hold things for you while you twist n' cut.
Get eight more #4 rebars to use as diagonals to keep the thing square while
you're building it so it doesn't turn into a parallelogram.

Why flux core. MIG uses a cover gas and I don't see the flux serving a purpose
with steel?
