Yes...I believe it! Picture a TA-33 without balun. Vertical run of feedline in proximity to vertical run of coax to TV set. Currents flowing on outside of TA-33 coax can easily induce enough signal into TV coax to overload front end of TV set. With balun, no feedline currents hence no TVI.
