If it's only a 1" limb, why not simply trim off the branch. At that height, cutting off a 1" dia branch is unlikely to damage the health or appearance of the tree. At high power, I have heard of antennas brushing against tree branches and setting them on fire! If you can't reach the branch, I have seen pruning shears that mount on the end of a long pole, made just for that job. They are probably available at tool rentals.
