Pete,
Check the ratings for the device itself, plus the design of the preamp. In
general, higher voltage will result in higher quiescent current and better
strong signal handling, but it might increase the noise figure and may
exceed the device's dissipation ratings.
The LT-1001A is rated for Vce of 20V and 200 mA max current. If it is
properly heat-sinked, I don't see any problem operating it at the high end
of the 11-16 V range.
