Spec says 2.8 volts nominal. Mine says 0.8 volts! Whaddya think?

The schematic I have calls out an M48T35AV, a combined 256K SRAM real time
clock, power fail control circuit and battery. Fitted to my radio is an
M4T28, a 48mAh battery and crystal. Ha, but pulling it off reveals the
M48T35AV underneath. The plot thickens. Reading the data sheet now.

Looks like it's plugged in to a 16 pin DIL holder designed to be mounted SMD
style.
Now to find it in the schematics. Unlikely I can find a source locally if it
should turn out to be the problem.
BTW, checked the 5 volt supply and it measures 5.06 volts at the output of
the regulator board so I guess that is okay.

That's definitely not the case. I just can't remember exactly where the
