Thanks to all that responded.  The answer to my original question was that the 
pass band 
tuning does not work with the 9 mhz filters.

But, I also learned how to use the PBT control to squeeze the variable 6 mhz 
passband 
against the fixed 9 mhz passband to get an even narrower filter.
