Who is the GQP leader?

I suggest the following:

1) Figure out if there is a weekend being used by one of the potential
partner states that would work.  

2) Identify and contact the appropriate people in each of the partner
states.

3) Figure out which states would be interested in the idea.

4) Create an informal contest organizational group.  I will be happy to
create a mail reflector for communications within the group. 

3) Once this group has decided on a weekend and rules, get them to the
League and CQ and everyone else ASAP.

This is a really good idea.  Lets not let it die.
