First, the 175-mile circle applies only to the ARRL contests. Most,
maybe all other contests can include all SECC members.
Sometime in the past year-and-a-half a couple of us took a quick look
at the map and the member list -- it appears that the present circle
is pretty good, and yes, if it was moved in any directions, one or more
active member(s) would end up outside the circle. We have members
very close the boundaries in all directions.
