That is not fully right. It is almost impossible to overdrive your
transmitter if you don't think of the older ones with tubes in the pa and
with a knob for adjusting the driver level (plate current).
But it is very easy to overdrive an external amp if there is no ALC circuit
or you don't use it.
But the signal will be not so bad as with an overdriven AFSK level.

If you run FSK to an FSK input jack on your radio, it is impossible to
overdrive the radio or amp.
