Tom is quite correct. Personally, I think the ARRL did the right thing in endorsing WinLink and Pactor-II and -III for ARES. It is the most robust and error-free of the digital modes. The system works beautifully, and Pactor-II and -III are, as far as I know, the only systems that allow the RECEIVING STATION to set the power output of the TRANSMITTING STATION.
