It is no doubt a little complicated but basically there are two types of
countries - Political Entities, such as the United States, and Geographic
Separation Entities such as Heard Island. There are some Special Areas
Entities such as ITU Geneva - 4U1ITU but no more like this can be added to
the list.

So how are all those other places like Heard Island that aren't UN members
and don't have ITU prefix blocks counted? Heck, most of them don't even
have governments...
Things like this just make me realize why I have no interest in DXCC.
