I would suggest that part of the problem may relate to unfamiliar
languages. If you encountered a JA station speaking Japanese, would you be
certain in each case what the proper tuning was, especially with short
transmissions? Remember that for all the JA stations you hear in a contest
(with the few exceptions who are completely fluent in English), we are all
speaking a foreign, and strange-sounding language.
