Thats just the cost of storing the data. Someone has to oversee the program, QC the certificates, mail them, accept credits from non-LoTW submissions, validate specific mode qualifications of DXpedit

Database doesn't track mode. All are lumped as RTTY. Not only that, the early cards in the Don Search era don't have mode or band or anything. Easier with LOTW, but the fields of mode are not there.
