[Skimmertalk] [RBN-OPS] Phantom decoders on 15m.

Yes, in my experience a noise peak in the spectrum, even if rising just a
decibel or two above the
floor, will make skimmer server fire up decoders. And that's hardly
noticeable in the waterfall.
