I have sorted the problem with the DLL.
In Steve's destructions  :-)  he says:-
If you receive the message "MSVCP140.dll is missing", then you will need to install the current Microsoft Visual Studio 2017 VC++ Redistributable. You can download this from https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads .  Select "x86: vc_redist.x86.exe" even if you have a 64 bit computer.
When windows 10 popped up with that message it automatically downloaded it and installed...   But when I checked it installed the 64bit version.  Just installed the x86 version and now its working.
