[Skimmertalk] Resolved Problem Increasing CW bandwidth with Skimmer Server with WIN8.1

Thanks to all who responded, which got me on the right track.

As it turned out, Windows was hiding my \appdata\ folder by default, so 
I unhid it and was then able
to get to access the folders leading to the SkimSrv.ini file.
