You didn't say anything about automatic (Windows) updates. With such a 
specialized use of the skimmer-PC, you don't need any automatic updates 
turned on.

A 20 GB data plan is huge, by the way. With 3 PC's here, and my wife and 
I being moderately heavy internet users (but no video or other streaming 
allowed !), we can stay under our 3 GB data plan every month. No 
automatic updates running on any of the PC's. The only time we have been 
burned for more is when we have overnight guests with their PC's and 
automatic updates running.
