Assuming K1 is good, I would check K7, the surge relay. If that doesn't
close, or has bad contacts, the dropping resistor will stay in the primary
circuit and drop the voltage under load. That would also explain the blown
25 Watt resistor. Also, check the two main fuses and their holders.
