Some do build them in.  My old retired Icom 775 does RF speech processing at a 
9 Mhz TX IF.  In hardware, not dsp.  But I believe it can be done identically 
and probably better with software dsp at IF, as in modern radios.  This product 
is probably intended as an add on for old rigs.  I do wonder about this ten tec 
business plan however.

I'm not sure that they don't.  As someone mentioned previously, many
of us feel that the v1 Orion has the best ssb compression ever offered
in an amateur xcvr

Also, you can read Elecraft's (Lyle Johnson) response when they were
asked about the 715 - the K3 seems to use a similar compression
scheme:
